Researchers at the World Bank, in a 2012 report, estimated that nearly 3 in 4 people worldwide now have access to a mobile phone. The same report outlined seven general areas in which mobile technology helps emerging economies: agriculture, health, finance, economic development, governance, education, and gender equality. Expansion of mobile coverage to currently uncovered populations is therefore an important policy issue.
